Philippe Varin
Chair International Chamber of Commerce
Philippe Varin began his career in 1978. He has held various positions in research and development, factory management, and operations management in France and the United States. He was Executive Vice President of the Group for the aluminum sector when he left Pechiney to become Chief Operating Officer of the Anglo-Dutch steel group Corus in 2003. Corus' turnaround culminated in its acquisition by the Indian group Tata in 2007. Philippe Varin spent two years at Tata, in Mumbai and London, before joining the French automotive group PSA Peugeot Citroën, where he was Chairman of the Management Board between 2009 and 2014. He then held the position of Chairman of the nuclear energy groups Areva and Orano until 2020.
He was Chairman of France Industrie and Vice-Chairman of the National Industry Council from 2017 to 2021. Philippe Varin sat on the Board of Directors of Saint-Gobain until 2021. In 2020, he was elected Chairman of the Board of Directors of Suez, which he left in 2022 after leading the defense against Veolia's bid. Philippe has also chaired the World Materials Forum since 2015. In 2022, the French government asked him to propose measures to secure the supply of critical raw materials. He has been an Operating Partner of the GVP Climate investment fund since 2023.
He is chairman of the executive committee of the International Chamber of Commerce. Since January 2023, he has also chaired the French association C'Possible, which works in vocational high schools to prevent students from dropping out and to promote professional integration.

Laura Cozzi
Director of Sustainability, Technology and Outlooks at International Energy Agency
Laura Cozzi was appointed the International Energy Agency’s Director of Sustainability, Technology and Outlooks in 2023. She leads and co-ordinates the IEA’s work on energy sustainability, encompassing energy technology policy and climate change. She is also the Agency’s Chief Energy Modeller and in this capacity co-leads the World Energy Outlook, the IEA’s flagship publication series.
Ms Cozzi joined the IEA in 1999 as a junior analyst in the World Energy Outlook team. She has co-led many editions of the Outlook and led multiple special reports. Prior to joining the IEA, Ms Cozzi worked for the Italian energy company ENI S.p.A. She holds a Master’s degree in Environmental Engineering from Polytechnic Milan and a Master’s degree in Energy and Environmental Economics from Eni Corporate University.
Ms Cozzi was awarded an Order of Merit of the Italian Republic (Cavaliere dell’ordine al merito della repubblica italiana) in 2025 and she was elected as a member of the National Academy of Technologies of France in 2024. She has also received honorary doctorates from Sweden’s KTH Royal Institute of Technology and from the Polytechnic University of Milan.

Paul Leadley

Paul Leadley's research focuses on the use of observations, experiments and models to study the interactions between global change, especially climate change, biodiversity and ecosystem functioning in terrestrial ecosystems. Over the past decade and half, a significant part of his work has concentrated on providing scientific expertise for policy makers at international (expertise for IPBES, IPCC and the Convention on Biological Diversity) and national levels (member of the "Haut Conseil pour le Climat" and scientific council of the "Office Français de la Biodiversité").

Yun Luo is CEO and co-founder of ROSI Solar (founded in 2017), an industrial deep-tech company developing high-purity recycling for end-of-life photovoltaic modules and critical material recovery. A physicist by training and a graduate of École Polytechnique, she holds a PhD from the Max Planck Institute (Germany) and completed postdoctoral research at EPFL in Lausanne in Switzerland. She began her career at Meyer Burger Technology Group, bridging science, engineering and industrial deployment in the PV sector. Yun advocates technology-driven pathways to sustainability and energy security, grounded in industrial reality.

Emmanuelle Wargon

A graduate of ENA and HEC, Emmanuelle Wargon began her career at the Court of Auditors. She then held various positions in social ministries, notably as head of the General Delegation for Employment and Vocational Training from 2012 onwards. She joined the private sector in 2015 (Danone). She was then appointed to Edouard Philipe's government as Secretary of State for Ecological and Solidarity Transition and to Jean Castex's government as Minister Delegate for Housing. Since 2022, Emmanuelle Wargon has been Chair of the Energy Regulatory Commission. Since 2025, she has also been Chair of the Board of Regulators of ACER (the European energy regulator).

Amy Dahan
Emeritus Research Director, CNRS
A mathematician by training, Amy Dahan began her career at the University of Amiens. She joined the CNRS in 1983, in the History and Philosophy of Science section, and her work (postgraduate thesis and State Doctorate) initially focused on the history of mathematics and mathematical physics in the 19th century. During the 1990s, her work focused on the history of dynamical systems and chaos theory, then on “sciences for war,” particularly in the United States. Since the 2000s, Amy Dahan has led a social sciences team working on the issue of climate change (climate models, interactions between science and politics, international climate governance, etc.). She taught History of Science and Science Studies at the École Polytechnique (1987-2003), the EHESS, and the University of Brussels and co-led a research seminar at the EHESS, then the ENS-Ulm on "Climate Change: Science, Society, and Politics" (2007-2025).

Marc Papinutti

A graduate of the École nationale des travaux publics de l'État (ENTPE), Marc Papinutti is a civil engineer specializing in bridges, water, and forests, and an officer of the Legion of Honor. His skills, which he has put to use in the public interest for 40 years, have been recognized throughout his various past experiences, whether in the field of transportation in central government for infrastructure and mobility, at the public institution Voies Navigables de France, which he headed, the regional directorate of the State, with the first Ile-de-France Urban Transport Plan, during the COVID crisis, with cycling and freight transport, and during his time in ministerial offices during the Grenelle Environment Forum, the Mobility Orientation Law, and in the office of Minister Christophe Béchu.

Aurélie Picart
General Delegate of the New Energy Systems Industry Council
A graduate of École Polytechnique and an engineer of the Corps des Mines, Aurélie Picart has held responsibilities both in the public sphere and within international family-owned industrial companies. She now operates at the crossroads of public policy, industry and regional ecosystems to accelerate the structuring and industrial deployment of key energy-transition and decarbonisation technologies. Her approach is pragmatic, combining decarbonisation, adaptation, competitiveness and reindustrialisation. Since 2018, she has served as General Delegate of the New Energy Systems Industry Council.

Eugenia Gusilov
Director of the Romania Energy Center (ROEC)
EUGENIA GUSILOV is the director and founder of Romania Energy Center (ROEC) - the first independent English language think tank in the country. Eugenia specializes in energy economics, energy policy and energy markets. She has worked with NATO, the UN (Department of Economic and Social Affairs – UN DESA), the World Bank, IFC, European Commission (DG Reform), Energy Charter, Romanian government (Ministry of Energy and Ministry of EU funds), companies, universities and NGOs on a wide range of academic, policy and commercial projects. Previously, Eugenia has worked as an analyst for the Romanian Diplomatic Institute, Romanian Ministry of Foreign Affairs (2005-2008), in the Department of Political and Strategic Analysis, where she focused on post-soviet countries (Belarus, Ukraine and Russia). Eugenia holds a Master of International Affairs with a concentration in International Energy Management and Policy, as well as the Harriman Institute Certificate in Eastern European and Russian Studies from Columbia University in New York (2010), and a BA in European Studies from Bucharest University (2005). Scholarships from: the Romanian government, the US government (Fulbright award / 2008-2009), Dinu Patriciu foundation, and Columbia University (Alice Stetten fellowship).

Chiheb Bouden

Chiheb BOUDEN is a Professor at the National School of Engineers of Tunis (ENIT) specializing in renewable energy systems. He holds engineering degree from ENIT and doctoral degrees from Paris-Diderot University. His research focuses on energy transition, solar energy, thermal comfort, and renewable energy applications. He has led major national and international projects, including Horizon Europe, FP6/FP7, and CBC-MED programs, and authored numerous scientific publications. Prof. BOUDEN has served as visiting professor in Europe and the USA and held senior academic leadership roles, including Director of ENIT and Director General of Higher Education. He was Tunisia’s Minister of Higher Education and Scientific Research from 2015 to 2016.
